That is quite a quote, given that it came from a key figure in the American Civil War. Did he write it before or after the war?
I'm not really sure when he wrote this. I ran across this in a speech. It was quoted by someone else.
My belief regarding this quote is:
Had the powers that be not authorized the expenditure of money for War and the preparations for war then all of the money referred to in your quote would have gone into the pockets of unrighteous leaders and teh United States as we know it would not exist!!!!!
